As the result of the vigorous prosecutions of land fraud cases in Oregon about twenty thousand acres of school land situated in the Blue Mountain forest reserve in eastern Oregon have been abandoned by locators, who forfeited in the neighborhood of $10,000. It is assumed that in most of these instances land had been located by "dummies," and that the persons who provided the money became frightened and quietly abandoned all the claims at the same time.

Federal Judge Humphrey at Chicago last week sustained the demurrer filed by the United States District Attorney to the plea in abatement made by packers seeking to have indictments for alleged restraint of trade declared void. Judge Humphrey said he made his decision on broad grounds with-out taking into consideration technicalities which the Government advanced against the plea in abatement.

The United States cipher code is known to some Power in Europe and important instructions transmitted in cipher to American officials there have become known to outsiders. Both the enciphering and deciphering is considered difficult even to those familiar with the code. A change has already been made in those in charge of this work and the cipher may also be changed.
