The terms and policies by which it may be achieved are not easy or simple; and their attainment will require the unremitting support of a firm and informed public opinion here and elsewhere, which will thwart and nullify the wilder impulses of mankind, and never permit to be forgotten the ultimate bitter fruit of war.
