A general investigation of the United States army by a joint committee of Congress is proposed in a resolution introduced in the House by Representative Julius Kahn of California. The resolution provides for the appointment of a commission to consist of five members of the Senate committee on military affairs and five members of the House committee on military affairs, "to institute and carry forward an investigation of the military establishment and its organization, proportions, strength, distribution, maintenance, and administration, and generally into all other matters that may be necessary to reach conclusions as to the cause of inefficiency and extravagance, if found to exist, and to suggest remedial measures."

The United States circuit court of the district of Delaware has handed down a decision declaring that the alleged powder trust, which is dominated by the E. I. Du Pont de Nemours Company, is a combination in restraint of interstate commerce in powder and other explosives, in violation of the Sherman anti-trust law, and that the combination shall be dissolved. The action against the powder trust was begun by the government in 1907. The company may appeal.

For the fifty-million-dollar Panama canal bond issue, all told there were ten thousand bidders and of these eleven hundred and eighty-five were successful. The accepted bids ranged from $110 down to $102.21. The bidders include a larger number of individuals than in any other bond issue in many years, and a good portion of the issue goes to several hundred bidders whose investments range from one hundred to five thousand dollars.
