A new form of declaration blank has been sent to the various steamship lines to be forwarded to the steamship agencies abroad, there to be distributed to passengers leaving for the United States. It is believed that the work of examining baggage of incoming transatlantic passengers will be expedited by the change of system. The passengers will be and sign the declaration blanks as soon as the vessel leaves the foreign port, giving a complete list of the articles contained in their baggage. The declaration blanks will then be turned over to the proper authorities on the boat, to be in turn placed in charge of a deputy collector on the arrival of the vessel at port, where the passengers will take oath to the truth of the declarations.

Six hundred and thirty boxes or two hundred and ten barrels of the best commercial apples exhibited at the third national apple show in Spokane, Nov. 14 to 19, will win the sweepstake prize of one thousand dollars and a gold medal banner with the title of champion of the world for the owner, lessee, or authorized agent of the land where the fruit was grown. The second prize is three hundred dollars and a silver medal banner. Premiums of a total value of nineteen thousand dollars will be awarded in other contests, ranging from ten boxes each to a single apple. All competitions are free and open to the world, entries closing Nov. 9.

At Washington the commissioner of internal revenue has made public a list of several hundred patent medicines popular in various sections of the country, the manufacturers of which must pay the special tax of liquor dealers, regardless of the fact that their preparations are put up for medicinal use. The chemists of the internal revenue bureau have held that the preparations in question are insufficiently medicated, and therefore liable to be used as beverages in places where the sale of whisky and other intoxicants is prohibited.
