When certain Pharisees asked when the kingdom was coming, Jesus answered, "The kingdom of God cometh not with observation: ... for, behold, the kingdom of God is within you." Jesus made it clear that the kingdom begins in the hearts of men. Not till individuals have definite convictions about truth, justice, and unselfishness will they seek to realize such ideals in society.

Certain attitudes are helpful in the establishment of an inner kingdom. A feeling of repentance and a sense of guilt are primary. Jesus paid high tribute to the publican who prayed, "God be merciful to me a sinner."
