The quarantine and mask questions [for Spanish influenza] have both been tried; neither one has proven successful. In one of our counties a rigid quarantine was established before a single case had developed, and immediately after the appearance of the first case a mask ordinance was passed and rigidly enforced, yet that county reported a greater number, proportionately, of cases and a larger death rate than any other county in the state. No matter what the cause of the disease or the course of treatment pursued, there can be no question of doubt but that fear so reduced the powers of resistance that many became easy victims, and "fear" should have been entered in the death certificate as the remote cause of death.
