By direction of the Secretary of War, and on behalf of the Government of the Philippine Islands, the Bureau of Insular Affairs of the War Department has invited bids for three million dollars of the temporary certificates of indebtedness of the Government of the Philippine Islands. These certificates are issued under authority conferred by an act of Congress entitled "An act to establish a standard of value and to provide for a coinage system in the Philippine Islands."

It has been decided at a conference to place the statue of Frederick the Great, a gift from the Kaiser, on the terrace of the War College Building at Annapolis, with those of Alexander the Great, Cæsar, and Napoleon which the United States Government will provide at its own expense. The arrangements made are highly satisfactory to the German ambassador.

Secretary Hay and Señor Quesada, the Cuban minister, have signed a new treaty confirming Cuba in the title to the Isle of Pines. To guard against a lapse in the Senate, as was the case with a previous convention, the treaty just signed was purposely framed without the designation of any special period of time within which ratifications must be exchanged.
