I commend to your attention the abolition of the so-called bucket-shop, or in other words, of the misuse of market quotations as a basis for public gambling. Any statute on this subject needs to be framed with conservatism and care. Means can, however, and should at once be found, as means have been found in other States, to discriminate between legitimate and honorable trading in securities and a form of mere gambling whose existence is a fruitful source of embezzlement and larceny.
