President Roosevelt sent to the Senate on the 29th ult. the following nominations for the Panama Canal Commission; Rear Admiral John G. Walker, U. S. N., retired, District of Columbia, Chairman; Major General George W. Davis, U. S. A., retired, District of Columbia; William Barclay Parsons, New York, engineer of the New York Subway; William H. Burr, Professor of Engineering in Columbia University; Colonel Frank Hecker, Detroit, Director of Transportation during the Spanish-American War; Benjamin M. Harrod, Louisiana, an engineer of the Mississippi River Commission, and Carl E. Grunsky, San Francisco, a distinguished hydraulic engineer.

With a formal reception attended by art lovers from every section of the country, Boston's Whistler Memorial Exhibition opened last week under the auspices of the Copley Society. About one hundred and fifty paintings and three hundred lithographs, drawings, and etchings, gathered from every important art center of the world, are shown, among them pictures from the estate of Mr. Whistler. The exhibition is regarded as the most important art event of the present American season.

President Roosevelt on the 25th ult., signed the ratifications to be exchanged between the United States and the Republic of Panama on the Isthmian Canal Treaty. The exchanges were made the next day between Secretary Hay, acting for the United States, and M. Bunau-Varilla, for Panama. This exchange was followed within an hour by the proclamation signed by the President putting the treaty into effect.
