The New York State Legislature passed the "New York State Disability Benefits Law," an act whereunder, by means of payroll withholdings and employer contributions, the equivalent of an accident and health insurance fund is set up by the state. Employees may under this law receive cash benefits from this fund in the event of injury or sickness not connected with or attributable to their occupation.

The provision of particular importance to Christian Scientists and all who rely upon prayer or spiritual means for healing is that upon filing a form entitled "Employee's Statement of Exempt Status" with his or her employer and the New York State Workmen's Compensation Board, any employee affected by the law "shall be exempt from any liability to contribute toward the costs of such benefits, and his employer shall be relieved of responsibility to provide for such benefits to such employee under this article." In signing this form an employee claims "exemption under Section 235 of the Disability Benefits Law and waives his or her rights to benefits under said law."
