By a vote of 33 to 32, the United States Senate, on April 24, denied a seat in its body to Matthew Stanley Quay, who was appointed to the Senate by the Governor of Pennsylvania. Quay has been for many years and is now, a controlling factor in the Republican party of his state, and he has long been a power in national politics, having had great influence in the United States Senate, of which he was continuously a member for many years. He was manager of the national campaign of the Republican party which resulted in the election of Benjamin Harrison to the presidency. He was appointed to fill the vacancy in the Senate caused by the failure of the Pennsylvania Legislature to re-elect him or agree on a successor.

State conventions of the Republican party were held in several large states last week, including Pennsylvania, Massachusetts, Ohio, and Indiana. All of them endorsed the candidacy of President McKinley for re-election and fully concurred in his plans for holding the Philippines. In Pennsylvania, although the convention was controlled by Quay absolutely, and although it was held the day following his defeat in the United States Senate through the non-support of Senator Hanna and other friends of the administration, the resolutions adopted endorsed McKinley.

The total amount of the new two per cent United States bonds given out in exchange for bonds of older issuance, was $257,194,250, up to April 26. The greater portion of these bonds have been deposited with the government as security for national bank circulation.
