Philip, who commanded the Texas in the war with Spain, delivered an interesting address Saturday afternoon, November II, I899, before the Young Men's Christian Association of the Naval Academy, at the Academy Chapel, and most of the officers and members of their families, with whom Admiral Philip is popular.
