At the end of the fiscal year, June 30, the available cash balance in the United States treasury was larger than ever before in the history of the Government. It was $208,630,022,64. The excess of receipts over expenditures during the year was $92,193,390,30. The total receipts of the Government from all sources during the year were $563,405,187. Of this $254,456,927 was from customs; $272,503,214 from internal revenue, and $36,445,046 from miscellaneous sources.
The President has formally declared the restoration of peace in the Philippines; he has placed the islands under complete civil control, and has extended general amnesty to the Filipinos who have been in rebellion. These three things were accomplished July 4 through the issue of the necessary orders and proclamations. At Manila, about six hundred prisoners, including Aguinaldo, were released.
A report on naval affairs recently submitted to the House shows that the total number of vessels in our navy, built and building, is 138, and the total cost will be $235,082,209. The report states that comparatively few of these have any real fighting value. Our fighting strength lies almost entirely in our eighteen battleships, eight armored cruisers, and twenty-one protected cruisers.
