Attorney -General Knox has decided that if the United states should accept the offer of the new Panama Canal Company, submitted last spring the sale of the canal for $40,000,000, it would receive the parties in interest a valid and unencumbered title to the property. This decision was reached after through investigation of the situation in Paris, first by special Attorney Charles. W. Russell, and later by the Attorney General Himself.

The next step is the signing of a treaty with Colombia, to which it is stated there is no serious objection on the part of that government. As soon as the treaty is signed the President is authorized by the Spooner bill to pay the purchase price to the Canal Company and appropriate $110,000,000 for the purpose of finishing the work.

Minister Wu, it is said, is trying to have the question whether enormous idemnity of $450,000,000 taels demanded from China by the Powers shall be paid in gold or silver submitted to the hague international Court of Arbitration. Minister Wu maintains that china is totally unable to pay the amount in gold. Secretary hay is reported to be the proposition, if the other powers can be brought into line.
