Most teen-agers are responsible and conscientious members of society. Let me tell you about some of the contributions that young people can make, with examples from my own field of interest, public health.

Some time ago I appointed an Advisory Committee on Smoking and Health to review all the findings in this field. A year ago, in January of 1964, the Committee issued its report and identified cigarette smoking as a "health hazard of sufficient importance in the United States to warrant appropriate remedial action." We in the Public Health Service, along with our allies in other governmental and voluntary agencies, are engaged in a series of actions as a result, including a stepped-up program ... aimed at preventing the habit before it is established.
