The estimated weight of the free mail matter carried during last year is 76,355,738 pounds. This covers second-class matter, franked matter, and penalty matter. If this mail all paid postage at the regular rate, it would bring into the treasury $20,881,239. In addition to this the department carried free mail of its own which if it had been paid for would have brought in a revenue of $21,000,000. It is probable that this showing by the department may receive considerable attention by Congress before the close of the session.

The creation of a Federal expert non-partisan tariff commission, with a permanent tariff bureau working under its direction, was recommended by the National Business League of America at its late meeting in Chicago. It was declared that "sweeping changes" of tariff schedules were promotive of business uncertainty, and the commission was indorsed as a means of changing the tariff as conditions demand.

The governors and highway commissioners of the New England states have just had a conference, at which an attempt was made to secure uniformity in the rules governing the use of the highways by automobilists. One regulation proposed establishes twenty-five miles an hour as the extreme speed limit. A limit of eight miles per hour is suggested around corners and curves and at intersections of streets.
