The Acting Secretary of the Navy, has by letter informed the contractor who had made arrangements with the Cuban Gov-ernment to remove the wreck of the Maine, that the Navy Department has no authority either to abandon the vessel or to permit its removal. He declares that Congress only can dispose of the public property of the United States, and that the Navy Department does not plan any work upon the wreck. This is an approval by the department of the position heretofore taken by the Judge Advocate General. It is considered likely, in view of the many attempts made to obtain the wreck of the Maine and to remove it, that Congress will take some action at its next session and finally dispose of the question.

Professor Dailey Willis, R. H. Sargent, and Eliot Blackwelder, of the Carnegie Institute of Washington, have returned to America after a year's absence on a scientific expedition in the Orient. Their most important work was a geological survey of the mountains of China. The scientists penetrated far into the interior of China. going as far as the headwaters of the Yangtse River.

The Government of Panama has given official notification of the ratification of the monetary system of the new Government in accordance with the agreement reached by the joint Monetary Commission. Panama is now a gold standard country.
