The volume on appropriations, new offices, etc., required by law, has been prepared by the clerks, respectively, of the Senate and House Committees on Appropriations. A summary of the appropriations shows a grand total of $781,172,375. Those for the army were $77,070,300; for the navy, $97,505,140; for pensions, $138,360,700, and for the post office $172,545,998; authorized contracts for certain public works, requiring future appropriations by Congress, aggregated $22,891,300, mainly on account of the navy.
The new offices and employees specifically authorized show a net increase of 8,415 in number and $5,481,865 in the pay-roll, the increase including 214 for the Department of Commerce and Labor: 475 for the military establishment, including 402 for the Signal Corps; 3,068 for the naval establishment, including 3,000 seamen, and 4,258 for the postal service, including postmasters, postoffice clerks, and railway postal clerks.
Arrangements have been completed for the visit of the Porto Rican teachers to the United States. The army transports Kilpatrick and Summer, which are to bring the teachers to this country for the purpose of attending summer schools, were to leave San Juan on June 26 for Boston and New York. The teachers are to attend school for about six weeks, after which those brought to New York will reembark on the Summer for Boston to see the sights of that city. All the teachers are then to reembark on the two transports for New York, and thence will go to Philadelphia. One day will be spent in Washington. The teachers will return to Porto Rico from Philadelphia.
