Following the exposures of the Postal Department come the astounding details of the methods followed by the ring which secured in the Northwest a million dollars worth of valuable public lands through forgery, bribery, and fraud. The evidence, gained by an investigation covering more than a year, has been laid before the Federal Grand Jury of the District of Columbia. The method pursued was for dummy entrances to be made upon lands about to be set aside for forest reservation purposes. When this was set aside then the cheap land in these reservations was exchanged for the pick of valuable public lands. In this way hundreds of thousands of acres were fraudulently acquired.

Commissioner General Alexandrovsky has officially announced the abandonment of the proposed participated of Russia in the St. Louis Exposition. Following close upon this announcement Mr. Hajimeota, Assistant Commissioner General from Japan, announced that every foot of exhibit space that is given up by Russia will be applied for by Japan, which has ample exhibit material here, or on the way, to fill the additional space.

The House Committee on Foreign Affairs has authorized a favorable report on the Hitt resolution authorizing the President to correspond with the Governments of the principal maritime Powers with a view of incorporating into the permanent laws of civilized nations the principle of the exemption of all private property at sea, not contraband of war, from capture or destruction by belligerent Powers.
