According to a report just issued from the Post Office Department, the estimated cost of covering the 700,000 square miles of territory not yet reached by the rural delivery system would be about $24,000,000 and would require over 25,000 men for the twelve hundred routes. The system will be extended to some seventy post offices the current year.

The reciprocity treaty between the United States and Newfoundland, a revision of the old Bond-Blaine treaty, has been signed by Secretary Hay for the United States and Sir Michael Herbert for the British government. It will be submitted for ratification by the Senate as soon as Congress assembles.

All the reciprocity treaties between the United States and the West Indian colonies of European Powers, which were not ratified by the Senate at its last session, are to be extended another year in order that they may be passed upon by the approaching session of Congress.
