The national sovereignties... are being forced by a greater sovereignty, that of science, to merge their interests and respect the rights of others. It is to safeguard those interests and rights that the City of Man raises its shining ramparts over the national state system which history prepared as the embodiment, imperfect but inspiring, of the aspirations of man for independence and freedom.
