Has a nation a conscience? Can it be influenced by an inward power and inclined to right or wrong as are the men and women who make up the nation? Surely the answer is given by the definition or description of a nation—a body of individuals living under one government or subject to the same general conditions of habits, customs, and usages social and civil. If then a nation is made up of individuals and if individuals are more or less fully controlled by their convictions as to right and wrong, expediency or justice, so can a nation possess a national conscience and be subject to its guidance in the affairs of its common interests and duties. It follows that the conscience of a nation as well as that of an individual can be instructed and informed and made to have a real influence upon the thought and action of a nation. "Blessed is the nation whose God is Jehovah," says the psalmist. But Jehovah is not and can not be the God of any people who do not seek Him and serve Him consciously and conscientiously.
