President Taft has modified the regulations as to the practice of medicine in the Canal Zone, under pressure of the Christian Scientists, who were excluded in the first narrow order. This is the new provision:

"Nothing in this order shall be construed to prohibit practice of the religious tenets of any church in the ministration of the sick or suffering by mental or spiritual means without the use of any drug or material remedy, whether gratuitously or for compensation, provided sanitary laws are complies with; or gratuitous service in case of emergency or the ministering of ordinary household remedies."

The modification does the President credit. Beyond the case in hand, it gives ground for belief that he would lend no aid to the restrictive scheme which sails under cover of the bill to establish a national health department. The justification for that measure lies in the use of such a department to infringe upon freedom to employ any manner of healer, and that is very doubtful justification indeed. The states can safely be left to all the medical regulation that is warranted.
