Secretary Shaw has decided to stand by the ruling of his department reagarding the anomalous relation of Porto Rico toward our immigration laws. The situation arises out of the organic act making Porto Ricans "citizens of Porto Rico" instead of "citizens of the United States" as the Hawaiians, in corresponding legislation, were declared to be. Porto Rican citizens, accordingly, have no privileges over other foreigners in entering our ports.
At Manila recently the Federal party gave a banquet to Governor Taft, during which the native speakers complimented the governor, expressed faith in and affection for him, and promised to support his administration.
The value of the export trade of the United States with Africa has increased during the fiscal year 1902 to $33,000,000. England's export trade with the same country during 1901 was valued at $157,000,000.
