Eugene V. Debs, who managed the great railway strike which threatened to tie up the entire railway traffic of the country a few years ago, has been nominated for president of the United States by the Social Democratic party. By a proposed amalgamation he is expected to replace Job Harriman and become the head of the Socialist Labor party ticket also.

Nearly one hundred and fifty applications for national bank charters under the provisions of the pending gold standard bill have been received by the Comptroller of the Currency. The bill permits the incorporation of banks with a capital of twenty-five thousand dollars, whereas the minimum capital hitherto required has been fifty thousand dollars.

The ratifications of the Samoan arbitration treaty were exchanged at Washington March 7 by the diplomatic representatives of the United States, Great Britain, and Germany. King Oscar of Sweden is the arbitrator agreed upon.
