The Fifty-sixth Congress assembled at 12 o'clock noon, December 4. The Senate remained in session only thirty-three minutes, and then adjourned out of respect to Vice-President Hobart.

The House was called to order by Clerk McDowell. David B. Henderson of Iowa was elected speaker. The rules of the last Congress were adopted without change.

Mr. Brigham H. Roberts of Utah was the prominent figure. A monster petition was presented containing seven million signatures protesting against his being allowed to take the oath of office. He was not permitted to take his seat on the opening day, and on the day following, after having been heard on his own behalf, the House decided by a vote of three hundred and two to thirty, that he should be excluded pending the investigation of his case by a special committee of nine members.
