The word used for "whirlwind" here suggests something more than the natural phenomenon of 37:9. The concept of a whirlwind accompanying the revelation of God's nature and presence is characteristic of Old Testament vision (see e.g. Ezek. 1:4; Ps. 50:3).

The sea saw it, and fled: Jordan was driven back. The mountains skipped like rams (Ps. 114:3, 4)
