The Persian king Cyrus lived in the sixth century B.C. He conquered Babylon and permitted, even encouraged, the Jews to return from exile. This helps to explain why he is termed in this verse the Lord's "anointed," one set apart or consecrated for the fulfillment of God's purpose.
