Nothing that men build with their hands is eternal. ... But the spiritual values are imperishable. They cannot be weighed in scales or evaluated in terms of silver or gold, yet they cannot be destroyed, for God's laws ARE.

Men can repeal or amend the statutes adopted by governments, or write new ones to be included in their legal codes, but not a single principle of truth, right, or justice which was established "in the beginning" has ever been changed, or ever can be.
