From this time forward the pacifist can resist armaments and declarations of war and have the whole athority of the state on his side. The Paris treaty, signed by fifteen nations in agreement "to renounce war as an instrument of national policy," is the first treaty of its kind ever written in the history of the world. Nations have agreed to join military alliances in opposition to war and have resorted to balance of power and arbitration treaties, but never before have they agreed to renounce war. At last we have solid ground under our feet to stop the business of war.
