New Hampshire, through its attorney-general, has presented conditions which, if enforceable, may seriously imperil the purchase by the government of forest lands for conservation. Under the terms set forth, the federal government must surrender to the state not only the title of all public waters, but in addition the right of access thereto, together with the "right and power to grant any public franchise" upon the reserve. The effect of this would be to let the federal government pay the bills and give to the state or to the water-power companies the heaviest revenue-producing natural resources. This attempt will be firmly resisted by the administration.

The interstate commerce commission has ordered all common-carrier telephone companies to furnish, by Oct. 1, a detailed statement of their organization and equipment as well as their physical and financial operation. This is the first order of the commission since the formal beginning of the telephone investigation. As soon as practicable the commission will hold public hearings in various parts of the country, at which testimony will be taken as to the rates and operating methods of such companies as come within the jurisdiction of the commission.

Governor Miller of Delaware has appointed commissioners to confer with similar commissions appointed by the governors of Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, Pennsylvania, New Jersey, and Maryland, to draft uniform laws regulating the operation of motor vehicles in these states. The Delaware commission will report its findings to the Legislature in 1915.
