"Fifteen years after its inception, the Massachusetts State Lottery is an international success story, generating gross income of over $1.4 billion in 1986 and returning over $1.5 billion to the state's cities and towns since 1972.

"What ... state officials do not emphasize is the lottery's human toll, and what some analysts believe is the highly regressive nature of betting games being increasingly tapped by the state as a politically popular source of revenue.
