We have seen this day that God doth talk with man, and he liveth (Deut. 5:24)
"He" refers to "man," or mankind. The elders are amazed that it is possible for Moses to have direct encounter with God and survive the experience. The Revised Standard Version translates, "We have this day seen God speak with man and man still live."
In the place where it was said unto them, Ye are not my people... (Hos. 1:10)
