The rights of citizenship and the effective representation of the citizenry constitute one of the basic questions of our era which has necessitated serious examination. . . . There is a moral dimension to this question, relating both to the individual and to his community and dependent upon fundamental Christian beliefs. . . .
Justice, related to both the individual and the community, is a dominant concept of the Old Testament. Its focal point is Micah 6:8: "He has showed you, O man, what is good; and what does the Lord require of you but to do justice, and to love kindness, and to walk humbly with your God?" [Rev. Stand.
