The Lord's hand is not shortened ... neither his ear heavy (Isa. 59:1)
According to Hebrew idiom, "to shorten the hand," or "to be short in the hand," not seldom meant to be powerless—the "hand" being a well-known symbol of power. Moreover, "to be heavy" often implied "to be dull" or "inattentive."
Thou desirest not sacrifice; else would I give it: thou delightest not in burnt offering (Ps. 51:16)
