The new American bond for the payment of the Boxer indemnity stipulates that the payment be in the equivalent of gold dollars at the rate of exchange provided for in the protocol, which, according to the American interpretation of the protocol, makes it practically a silver bond. The bonds of the other nations specify that the payments be in the equivalent of gold at the rates of exchange prevailing on the dates of the payments.

The gross receipts of the postal service for the quarter ended December 31, 1902, were $35,223,094, and the expenditures $34,586,490. The receipts showed an increase of $3,000,000 over the same quarter a year previous, but owing to liberal appropriations and extensions of service, the surplus was $350,000 less than the corresponding quarter in 1901.

An investigation has been ordered by Postmaster-General Payne into certain alleged irregularities in the Manhattan post-office department. The investigation will doubtless be extended also into other cities from which complaints have been received, and possibly to the whole Department.
