The Powers have agreed to submit the Venezuelan dispute to The Hague Tribunal for arbitration. President Roosevelt, who stood ready to act as arbitrator if no other way of adjusting the difficulty could be found, is much gratified at the attitude of the Powers. Secretary Hay has already taken the diplomatic steps necessary for securing the raising of the blockade and the resumption of diplomatic relations between Venezuela and the Powers. As the representatives of Germany, England, and Italy are not at Caracas, Secretary Hay has suggested to the Powers that their ambassadors at Washington be authorized to draw up the preliminary protocol with a representative from Venezuela. Mr. Bowen, present minister to Venezuela, may be sent as the representative.

Strong opposition has developed against the Hay-Bond reciprocity treaty between Newfoundland and the United States, which is now in the hands of the Senate Committee on Foreign Relations, and it may fail of ratification.

Mayor Low has appointed General Greene police commissioner of New York City to succeed Colonel Partridge, who has just resigned.
