Secretary Hay, representing the United States, and Lord Pauncefote, representing Great Britain, will formaily sign the new isthmian eanal convention next month.

The new convention will abrogate the Clayton-Bulwer treaty. It confirms the neutrality of the projected waterway and concedes to the United States the right to protect its own interests in time of war. With these exceptions and the necessary changes which accompany them, the treaty will not differ materially from the HayPauncefote convention as originally submitted to the Senate by President McKinley.

The administration is confident there will be no difficulty in securing the ratification of the treaty when Congress convenes in December.
