There is no doubt that we are living through a period of great frustration. . . .

Across my desk in Washington —amidst the volumes of routine material—comes the source of my frustration. On one hand there are the newspapers, magazines, reports and other current sources of information that portray in harsh and often negative terms the state of the union and the world. At the same time come the scientific papers, the journals, the speeches, letters and words of scientific and government colleagues that show many of the important accomplishments of the times as well as pointing to the enormous potential for the future.
