Moffatt brings out a somewhat different sense by rendering, "When a whole people is taken prisoner and downtrodden." a rendering which would reflect the basic theme of the Book of Lamentations, which refers to the siege of Jerusalem and to its downfall. This event in turn led to the exile of the Jewish people in Babylon, where they were virtually "prisoners." in the sense of captives of the Babylonians.
