Judge Lochren, in the United States District Court on the 1st handed down his decision in the case of the State of Minnesotar, the Northern Securities Company, the Great Northren Railway Company, the Northern Pacific Railway Company, and James J. Hill as president of the Northern Securities Company, and individually, in Which he sustained the contentions of the defendants and dismissed the bill of complaint of the State. The judge finds that the Northern Securities Company has not violated the State laws forbidding the consolidation of parallel and competing lines of railway through its ownership of the stock of the Great Northern and Northern Pacific Railways. He refuses the injunctions asked by the State of Minnesota to restrain the Securities Company from voting the stock of the two railroad companies or either of them.

This conclusion appears contrary to the decision rendered by the United States Circuit Court in April in the case of the United States v. Northern Securities Company, and will possibly on appeal be reviewed by those judges in another court.

Unlawful solicitation of immigration will be an important part of the report of Commissioner Sargent, who through a special inspector, has been investigating the methods employed by steamship companies and others in Europe in procuring immigrants. It is believed that, directly and indirectly, the steamship and railway companies in this country are soliciting immigrants through agents in violation of law. Secretary Cortelyou will consider the matter in his report, and it will probably be brought to the attention of Congress for action.
