United States Judge Hook in a case tried before him at Wichita, recently declared the Kansas prohibition law unconstitutional, inasmuch as it involved interference with the freedom of interstate commerce. Following the decision saloons were immediately opened in many small towns of the state, where the law had been previously enforced. In the cities the law has long been openly violated. It is said that both the powerful political parties now favor the resubmission of the liquor question to the people.

Prominent members of the Grand Army of the Republic are planning, it is said, to secure the authorization of Congress for the return of the Confederate battle flags that are now in the War Department to the southern states. It is proposed to have President McKinley participate in the ceremony of presenting the emblems to the former Confederate States during the grand encampment of the G. A. R. in Chicago.

A bench warrant has been issued by Judge Cantrill of Frankfort, Ky., for the arrest of former Governor Taylor, who has taken refuge in Indiana since the United States Supreme Court decision deposing him from the office of governor of Kentucky. The warrant is based on an indictment secured several weeks ago, charging Taylor with being an accessory to the assassination of William Goebel.
