An ensign of the people ... his rest shall be glorious (Isa. 11:10)
A poetic image of the royal leader, or Messiah, as a banner about which the nation rallies. "Rest" means something akin to "tranquillity" here. It is often translated "resting-place," and taken as referring to the royal city.
