The Empress Dowager [of China] has joined the reform movement with characteristic thoroughness, and has issued an imperial decree directing the million or so of officeholders who desire promotion, and all aspirants to office, to give up the ancient studies and devote themselves to the English language, mathematics, science in general, and things of actual value in the modern struggle for existence.

The rumor that the Empress Dowager has become a convert to Christian Science may or may not be true, but she is, plainly enough, a convert to the modern scheme of knowledge, which has done so much for the Japanese and made them able to hold their own with a great white Power.

China is moving, and led by that wonderful personality, her actual sovereign, will cover much ground in the next few years. More and more is the FAr East becoming a factor in the world's affairs.—The Mexican Herald.
