The conditions of the United States treasury near the close of the third quarter of the fiscal year indicates that the surplus for the twelve months will reach $100,000,000. Notwithstanding the repeal of war taxes and large expenditures in nearly every department, the treasury surplus of receipts over expenditures has steadily grown. The surplus last year was $77,000,000. For the six consecutive years immediately prior to 1900 there was a deficit ranging from $18,000,000 to $89,000,000.

Major-General Otis was sixty-four years old March 25, and retired from active service in accordance with War Department regulations. He will receive a pension of $5,625 per year. The affairs of his office were turned over to major-General Mac-Arthur. General Otis-is the third ranking general of the United States Army, and was the first military governor of the Philippines.

The State Department has received notice of the eleventh international peace congress to be held in Monaco, France, from April 2 to 7 next. An invitation is extended to the United States to participate in the congress and send official delegates. The tenth congress was held in Paris in 1900.
