EVIL MUST YIELD TO TRUTH BECAUSE THERE IS NO SPACE OUTSIDE OF TRUTH FOR A FALSE POWER TO ESTABLISH ITSELF.

FOR THE LAST FIVE YEARS, Foreign Policy magazine and The Fund for Peace have collaborated on a list of "failed states." These are defined as nations whose institutions—such as police and the judiciary—have collapsed. If there is a government, it isn't strong enough to make a major difference.
