According to a study by eleven doctors, programs that promote abstinence among teenagers are a major factor in declining rates of pregnancy, abortion, and birth. Commissioned by the Consortium of State Physicians Resource Councils, the report rejected mixing the abstinence message with "safe sex" information. The doctors recommended a focus on abstinence alone.
