Drawing from a hat or divine control?

The state purchasing agent announced: "The three low bidders on this contract are tied. I will draw lots to decide who gets the order."

Our company was one of the three. We needed more orders to meet the expense of getting started in business. If we succeeded in winning this contract, it would be a tremendous lift financially.

I had to decide where to put our dependence. Should we rely on drawing lots or on God's power to sustain the business? Or could both methods be used?
