The counsel of the Lord stands forever, 
the thoughts of his heart to all generations

Counsel (Hebrew, ‘ēsâ) signifies advice, plan, or purpose. In contrast to human designs (see v. 10), God’s purpose is permanent. Proverbs 19:21 makes this point as well: “There are many devices in a man’s heart; nevertheless the counsel of the Lord, that shall stand.” Other passages about God’s counsel include Isaiah 25:1; 46:9–11; and Jeremiah 32:17–19.
