"We, representatives of several agencies involved in Scripture distribution meeting at Horsleys Green, England, October 2–3, 1990, issue the following declaration .

• We rejoice that today we are faced with the challenge of meeting the Scripture needs of a world with a greater openness and hunger for the Word of God than ever before in history.

• At the same time, familiarity with and use of the Scriptures, including regular Bible reading and study, both corporate and private, has greatly diminished in the so-called 'developed' countries .

• ... We are greatly encouraged by the emergence worldwide of small groups with Bible study at the heart of their activity.

"Faced with these challenges and opportunities, we call upon the churches and mission agencies:

• To make the Scriptures central to their worship and ministry, recognizing that the Bible nurtures the Christian life through teaching, developing the fellowship of believers, and deepening their personal devotional walk with the Lord ...."
